The context for sustainable development is given, and can hardly be influenced. The cartography phase analyses the potential for dialogue, the capacity for execution of new ideas and relevant stakeholders. Through small focus groups, interviews and end user information we identify the current issues, opportunities and develop a strategy. This step in itself contributes to the incubation building process.

Through the observation of phenomena, we create an understanding of the processes, instruments, resources and workflows. The findings are used in the Weaver to help establish an enabling environment. The collaborative strategy consists of online and offline dialogue such as open management calls, digital storytelling, collaborative games, and guiding coalitions.
